I have a room that has wall sockets fed by two 15A 120V circuits. I need something that can measure the amps/watts drawn per circuit and provide that information to me. Will the ECM-1240 do that? Just to be clear, I'm not looking for a combined draw, but rather per circuit.

Yes, the ECM-1240 can monitor 7 individual circuits in your home. You will also need a data logger whether you use Brultechs free dashboard software hosted on a 24.7.365 computer or use one of several 3rd party (free) software applications.
The preferred route is to purchase the Brultech Dash Box which is essentially a Plug & Play low power Linux server.

I've got more Linux servers than I know what to do with! LOL Everything from a Rasp Pi II to a HP Proliant DL120 G7. I'm a home labber and I'm trying to make sure that my rig isn't overtaxing it's circuits.

I run influxdb/grafana on a linux vm, zips along no probs, with btmon.py squirting the data into influxdb/supported.
