Water and gas consumption monitoring

I am busy building a new house, and I want to monitor power, gas, and water consumption.

I will use a GreenEye, when available, as it supports pulse input counters.

I can use optical sensors connected to the utility meter.
But, I am weary of attaching anything to the utility meters due to regulations around interference.

I can install my own flow sensors, I just need model numbers, suppliers, and installation instructions.

What are the recommended methods, equipment details, and installation techniques for monitoring gas and water?
