Can I use something like ferrite toroids to eliminate noise on the monitored lines?

You can try it if you like, it won't hurt anything, but it most likely won't make a difference.

Make sure if you do, it's done outside the panel where the connections meet the ECM-1240.

Do I put the just the white wire, or just the black wire through the ring?
Or should I put both wires through the ring?

In most cases, you'll need to put both wires through.
