Does this mean anything, is it normal?

This was observed with both Wiznets, only things which made the pattern more consistent was turning off Com 2, and 20 second sents
When you turned off COM2, did you turn off the packet format?

Try changing:

Idle Time to 6
Counter debounce to 6000

What's your relay set to? Is it possible the GEM is being rebooted at the same interval? A reboot will reset the packet send timer.

Only time it has triggered has been when I access the GEM to change setting, GEM takes it's time coming back on line...

Could the GEM be having an internal Clock / Timer issue ??
When you send a command or make any change on the GEM it resets the packet send interval.

Entering Setup mode is a special circumstance which will pause the GEM for up-to 5 minutes to allow for configuration (this timer is canceled once Setup Mode is exited).

I made two changes, both wiznets were on "Server" and I changed to "Mixed"
Also, One wiznet had an "Idle Time" setting of 8 and the other was set to 100.
Made them both 100

After these changes I got a perfect data pattern...
Idle Time 100 basically means it'll have a persistent connection. You'll have to lower it if you ever need to configure it.
