Showing usage when breaker off

I have one channel/breaker that shows 3 to 4 watts usage. It is a double pole that I think goes to the central air heat element. I have turned it off and even pulled the breaker, but doesn't stop usage. I also turned off the other two breakers that feed the central heat/air unit. Didn't make any difference. Any thoughts?

More than likely its noise on the line which can be solved by placing a piece of thin insulated wire in channels 1 & 2 of that PJ.

Ok help me a little further. Not sure what PJ is. Do you mean putting wire in where the CT connects to the GEM? if so I'm using 2&3 so what do I do?

A PJ is the Plug Jack and you will simply insert a insulated piece of wire into channels 1 & 2.
