Packets being sent to SEG

I was trying to help a person in the SEG forum who was having some trouble with the data that was being sent to SEG. After having him do a couple of things it looks like SEG is OK, the issue looks like the packet that is getting sent from the GEM to SEG. I asked him to post the packet trace from the GEM. It appears that it is only sending the p_ info and the voltage info, no e_ info. See below his packet trace.
In GEM under "Show Packet": (site 9f1cdxxxx3e5dda (node GEM ? (p_1 1)(p_2 0)(p_3 2)(p_4 0)(p_5 1)(p_6 28)(p_7 4)(p_8 7)(p_9 20)(p_10 3)(p_11 5)(p_12 2)(p_13 3)(p_14 127)(p_15 1)(p_16 4)(p_17 143)(p_18 0)(p_19 7)(p_20 0)(p_21 1)(p_22 1)(p_23 4)(p_32 359)(voltage 122.6)))
My assumption is that it always will send a P_ and E_ for each channel that is selected to send. Is my assumption correct? If not, is there a check box that needs to be checked on the GEM? If it is designed to send the P_ and E_ together what would cause the GEM not to send the E_ data?
